Havering Tackles Tobacco & Vaping Harm

The draft Tobacco Harm Reduction Strategy, aligned with the national goal of achieving a smoke-free society by 2030, is now open for public consultation

Havering Council Seeks Residents’ Views on Tobacco and Vaping Harm Reduction 

Havering Council is launching a five-year plan to reduce the harm caused by tobacco and vaping in the borough and is inviting residents to share their views. 

The draft Tobacco Harm Reduction Strategy, aligned with the national goal of achieving a smoke-free society by 2030, is now open for public consultation, giving residents a chance to have their say. 

Smoking is a leading cause of preventable diseases such as cancer, heart disease, and lung conditions, significantly impacting both smokers and non-smokers. Despite most smokers wanting to quit, the addictive nature of tobacco makes it challenging. 

While vaping is considered less harmful than smoking, concerns are growing about its long-term effects, especially on young people. Smoking also affects the wider community, leading to lost workdays due to illness and adding pressure to local and national healthcare services. 

To tackle these issues, the Council, in collaboration with its partners, has outlined key priorities in the strategy, including: 

✅ Helping smokers quit 

✅ Preventing young people from taking up smoking or vaping 

✅ Creating more smoke-free spaces 

✅ Strengthening enforcement against illegal tobacco and vape sales 

Councillor Gillian Ford, Deputy Leader and Cabinet Member for Adults and Wellbeing, said:  “Tobacco smoking and vaping are causing serious health issues and shortening lives. This strategy is part of a wider effort, working alongside partners to support smokers in quitting, promote smoke-free spaces, and address youth vaping. 

“Having lost an aunt to lung cancer, I understand firsthand how devastating smoking can be. I encourage all residents to take part in this consultation and help shape the future of our borough,” he added.

The consultation is open until Monday, 31 March 2025.
