Havering Council’s Strategic Planning Committee has officially approved the development of the Albert Road project last week.
A key milestone has been reached in the Council’s Asset Disposal Strategy 2022-2028, as plans to transform a historic site into much-needed family homes have been approved.
The redevelopment will deliver nine energy-efficient homes, catering to local families with eight three-bedroom houses and one two-bedroom house. The project will carefully balance modern housing needs with heritage preservation, ensuring the site’s historic character is maintained.
The plans include retaining and refurbishing the main building, which dates back to the 1800s and is listed on the Council’s Local Heritage List. While parts of the structure will be demolished to accommodate new housing, key historic features—such as the 1883 school dedication plaque—will be preserved.
In addition to the four homes within the existing structure, five new houses will be constructed at the rear of the property, blending contemporary design with the site’s heritage.
Councillor Graham Williamson, Cabinet Member for Development and Regeneration, welcomed the decision, stating:
“I’m pleased the Strategic Planning Committee has approved these plans, allowing us to create family homes while respecting the historical significance of the site.”
Construction is expected to commence by the end of 2025, marking the next step in revitalising the area for future generations.

Romford Masterplan
The Romford Masterplan, a transformative blueprint for the future development and regeneration of Romford Town Centre, was formally adopted at the Council’s Cabinet meeting on Wednesday, 12 March 2025.
Now an official Supplementary Planning Document, the Masterplan will serve as a guiding framework when assessing planning applications within the town centre, ensuring a coordinated and strategic approach to growth.
Councillor Graham Williamson, Cabinet Member for Development and Regeneration, welcomed the adoption, stating:
“The Romford Masterplan paves the way for much-needed new homes, major investment, and development projects that will not only boost the local economy but also improve the quality of life for our residents. At the same time, it ensures that Romford’s rich character and heritage are protected.
“I’d like to thank residents and stakeholders for their invaluable input in shaping this vision—one that will support a thriving and sustainable future for Romford.”
With the Masterplan in place, Romford is set to see carefully planned development that balances modernisation with the town’s historical identity, positioning it for long-term growth and prosperity.
