The approved proposal will allow for the railway arches to be used for a variety of small-scale businesses, including offices, workshops, retail outlets, and food and drink establishments.
Planning permission has been granted for the redevelopment of railway arches in Courtenay Place, St James, Walthamstow, marking a key step in the area’s regeneration. The transformation aims to boost the local economy by repurposing the arches into vibrant business spaces while also enhancing community safety.
The approved proposal will allow for the railway arches to be used for a variety of small-scale businesses, including offices, workshops, retail outlets, and food and drink establishments. Each unit will be designed to fit within the unique structure and dimensions of a railway arch, offering a distinctive and functional space for entrepreneurs and local businesses.
Alongside the railway arch redevelopment, Waltham Forest Council has appointed design teams to improve public spaces around St James.
Enhancing Public Spaces
Alongside the railway arch redevelopment, Waltham Forest Council has appointed design teams to improve public spaces around St James. Planned enhancements include new paving, upgraded lighting, signage, public art installations, modern street furniture, and green spaces. These improvements will enhance the overall look and feel of the area, making it more welcoming and accessible for residents and visitors alike.
These proposals build on the ongoing upgrades to St James Path and the railway underpass, which are expected to be completed by summer. The transformation aims to create a more pedestrian-friendly environment while improving connectivity between St James Overground and local bus stations, as well as linking the area more effectively to Walthamstow High Street.
Phased Approach to Development
The extent of the railway arch improvements will depend on ongoing assessments, discussions with key rail infrastructure partners, and budgetary considerations. Work on the arches is expected to occur in phases, beginning with a small number of units before expanding based on feasibility and demand.
Additionally, the council has designated an Economic Impact Zone (EIZ) in St James, designed to support local businesses and attract further investment. The EIZ aims to increase footfall, encourage new traders to set up in the area, and improve the economic vitality of Walthamstow.
Key initiatives under the Economic Impact Zone include:
• Pavement Licences: Making it more affordable for businesses to offer outdoor seating.
• Planning Enforcement: Targeting rogue landlords to ensure fair business practices.
• New Weekly Market: Introducing a fresh trading hub to stimulate commerce in St James.
A Vision for a Thriving Community
Councillor Ahsan Khan, Deputy Leader of Waltham Forest Council and Cabinet Member for Housing and Regeneration, expressed enthusiasm for the project, stating:
“The council is delivering a coordinated programme of improvements and investment in the St James part of Walthamstow, working closely with local businesses and residents. Works are already underway to upgrade key pedestrian connections, with wider plans to improve the area’s public spaces and overall safety.
“Securing planning permission to repurpose vacant and derelict railway arches is an exciting milestone, and we will continue to work with our partners at Network Rail, Transport for London, and Arriva Rail London to bring this vision to life.
“As regeneration efforts for Walthamstow Town Centre progress, we remain committed to ensuring St James becomes a thriving, safe, and attractive neighbourhood, as well as a true destination in its own right.”
Looking Ahead
Construction on the first phase of railway arch conversions is expected to begin following the completion of landscaping and infrastructure improvements. Updates on the St James regeneration project and the broader Walthamstow: Culture for All programme, supported by UK Government funding, can be found on the council’s Let’s Talk website.
The revitalisation of Courtenay Place’s railway arches is set to create new opportunities for local businesses while enhancing the area’s overall appeal. With improved public spaces, increased economic activity, and a commitment to sustainable growth, Walthamstow is on track for a dynamic and prosperous future.
