Westminster City Council has reopened the newly upgraded public conveniences on the Victoria Embankment, delivering modern, accessible facilities as part of a wider £12.7 million investment in public toilets across the city.
The refurbishment includes redesigned men’s and women’s facilities, an onsite attendant, and improved accessibility, including a Changing Places toilet. These specially designed spaces provide essential features such as a hoist and changing bench to support disabled users, ensuring a more inclusive Westminster for residents and visitors alike.
The upgrade is part of a broader transformation programme aimed at enhancing public infrastructure across Westminster. Alongside state-of-the-art design, the council has introduced striking public artwork inspired by the local area, reinforcing its commitment to integrating culture into everyday spaces.
Coinciding with the 150-year anniversary of Victoria Embankment Gardens, the redevelopment features artwork by James Lambert, drawing inspiration from the iconic sphinx statues, the London Underground, and the riverside setting. The interiors include ‘Westminster Blue’ tiles, sleek three-in-one sinks, and durable anti-fingerprint finishes for long-lasting quality.

Cllr Ryan Jude, Cabinet Member for Ecology, Culture and Air Quality, hailed the project as a significant step in improving Westminster’s public amenities. “We are proud to provide high-quality, accessible facilities that not only serve the community’s needs but also contribute to the cultural landscape of Westminster,” he said.
The works were delivered by FM Conway, supported by the Contemporary Art Society Consultancy, Harley Haddow, Healthmatic, Hugh Broughton Architects, and M&M Moran.
The Victoria Embankment site is the first of eight public toilet refurbishments planned across Westminster. The next major upgrade will take place beneath Parliament Street, linked via the subway to Westminster Underground Station, with artwork celebrating the energy of the area, featuring Big Ben and the Elizabeth Tower.
With these upgrades, Westminster City Council aims to ensure that the city’s public amenities reflect its status as a world-leading destination, providing essential services that enhance both accessibility and visitor experience.
