Barnet Council has reached a significant milestone in its development strategy by adopting its new Local Plan at a Full Council meeting. The comprehensive plan will guide growth and development across the borough up to 2036, replacing the previous Local Plan from 2012.
The new Local Plan aims to deliver nearly 44,000 new homes by 2036 in the most sustainable locations, including designated ‘Growth Areas’, town centres, transport nodes, estate renewal, and major thoroughfares. It also seeks to provide up to 67,000 m² of new office space across Barnet’s town centres and envisions a new metropolitan town centre at Brent Cross. Additionally, the plan includes the creation of a new regional park with three sports and recreational hubs.

The plan places a strong emphasis on sustainable development, with improvements for walking and cycling through a ‘healthy streets’ approach. It also aims to create more responsive and adaptable town centres and to provide space to support 27,000 jobs.
Ross Houston, Barnet Council’s Deputy Leader and Cabinet Member for Homes and Regeneration, expressed his enthusiasm for the plan, stating, “Caring for people, our places, and the planet is at the heart of everything we do as a council. Our Local Plan ensures we retain the borough’s qualities while addressing climate change and future housing and infrastructure needs. It reflects our commitment to building a brighter, more sustainable future for everyone in Barnet.”
The development of the new Local Plan has been a collaborative effort, involving extensive engagement with residents and community groups since 2016. The plan includes 51 policies and 58 site proposals for development. Together with the London Plan, it forms the Development Plan for Barnet.

The adoption of the new Local Plan follows a rigorous regulatory process, which included a lengthy examination by an independent Planning Inspector appointed by the Secretary of State for Housing, Communities and Local Government. The plan focuses on creating an environmentally sustainable Barnet that is resilient to climate change, ensuring that community infrastructure keeps pace with growth, and enhancing transport infrastructure, including the West London Orbital Railway and new stations at Colindale and Brent Cross West.
The new Local Plan represents a forward-looking strategy for Barnet, aiming to balance growth with sustainability and community needs. It is expected to guide the borough’s development for the next 15 years, ensuring that Barnet remains a vibrant and sustainable place to live and work.
